To protect their own interests the Mekong countries downstream should lobby very much harder for deep cuts in CO2 emissions worldwide and particularly in wealthy countries.  While this might seem counterintuitive (given that it would tend to promote hydro-electric power relative to coal), it would help eliminate the sort of environmentally damaging growth which is contributing to the huge expansion in China's electricity generating capacity.</description>
